TRAINING COORDINATOR - ENERGY RESOURCES

This position will work under the direction of the System Operations Superintendent,. Along with District Operations and Maintenance Management personnel, this position is responsible for developing, maintaining, and administering an effective and thorough training program for the district’s System Operators, Hydro Operators, and Hydro Maintenance personnel. The successful applicant will provide direction for training and will participate in all documentation activities associated with the district’s Technical Library.

Applicants must be a high school graduate or have the certified equivalency. College or technical trade schooling is desired. This position typically requires a minimum of seven (7) years electric utility experience in a position that requires specific knowledge of electrical theory, safety, switching and utility power systems including control areas, transmission, generation and distribution systems. A minimum of 2 years experience in formal or informal training role for system operators and/or switchmen is preferred.

TRANSMISSION & DISTRIBUTION ENGINEER
Chelan PUD

This position will perform transmission and distribution system electrical engineering and assist with activities related to the planning, design, construction, operation, maintenance and improvement of transmission and distribution systems including related facilities such as switchyards, substations, underground and overhead lines, etc. This position requires knowledge of the principles, practices and procedures, including materials, equipment and techniques, used in professional level work in the field of electrical engineering and project management. At varying levels, the position works with project managers and at the guidance of advanced engineers on routine projects or tasks with few complex features which require limited independent judgment. Levels II and III may lead project teams and interact with engineering consultants, crew superintendents, foreman and contractors to troubleshoot and resolve problems during design, construction or installation. Levels II and III will work independently with general supervision and resolve moderately complex problems while keeping the supervisor and advanced engineers informed when developing designs and design criteria, determining methodology of unusual or controversial problems and developing alternatives.

The incumbent must possess a Bachelor of Science in Electrical Engineering.  This position typically requires zero (0) to six (6) years of experience, preferably in a transmission and distribution utility. Depending on level of hire, requires varying experience in the principles, practices and procedures of engineering, project management and construction.

SUBSTATION TECHNICIAN

HUMAN RESOURCES MANAGER
Grant County PUD

Note:  This position is posted for succession planning in anticipation of a retirement.  The incumbent will work with the current HR manager to accomplish the transfer of historical knowledge of the district’s human resources and labor relations functions and practices. Position headquartered at Ephrata.

DESCRIPTIONThe HR Manager is responsible for the development and implementation of human resource policies and programs of the district’s approximately 700 employees (full-time, temporary and on-call).  Included is the development and implementation of labor relations policy to include coordination of the district's relationship with the IBEW Local 77, which is the sole bargaining agent for two thirds of the district’s employees for wages, benefits, work hours and working conditions.

The incumbent leads a staff of seven that manages and administers the following functions: recruitment and staffing, compensation and benefits, performance management, maintenance of the Human Resources Information System, managerial training and employee development, workmen’s compensation, occupational safety and wellness, and other employee services.  The district is a public agency governed by Washington State laws for public employers.

This position reports to the Assistant General Manager - Administration.

QUALIFICATIONS
Bachelor's degree in Human Resources, Business Administration, or equivalent.  Equivalent work experience (year for year) in an exempt-level human resources position may be substituted for education.
Additional experience should include 10 years in the field of human resources and employee and labor relations.  Public agency and/or electric utility experience are desirable.

A good understanding of employment and labor law, collective bargaining practices, knowledge of RCWs which govern PUDs and public agencies, and other state and federal laws pertaining to Human Resources is desirable.

Must possess excellent oral and written communication skills. Must have the ability to advise and counsel all levels of employees and management, deal with conflict and have the ability to motivate and persuade people, make decisions and exercise judgement in pressure situations.

EXECUTIVE COMMUNICATIONS COORDINATOR

Clallam County PUD is searching for an Executive Communications Coordinator to contribute to the effective operation of the district, provide proactive and positive communications from the General Manager to the public and district employees through various media and carry out administrative duties in an efficient and productive manner that facilitates accomplishment of the district's mission and goals.

Education, Experience and Training: Must have five (5) years of broad, clearly identifiable administrative office management experience of increasing complexity and responsibility, performing duties associated with executive management positions.  Must have experience in public relations, including gathering information from the internet, articles and experts on a variety of subjects and writing concise reports to be used to positively communicate with the media, public and employees. Five years of computer word processing experience is required.  An intermediate user of presentation, graphics and publishing software, spreadsheets and databases is preferred. An Associate of Arts degree or Associate of Applied Science degree is required with emphasis in the areas of composition, office practices and communications or other field directly related to public relations.  A combination of education and proven experience that provide the required knowledge and abilities may be substituted. A Bachelor’s degree in the area of communications, journalism, marketing or public relations is preferred. Experience at an electric utility or public agency preferred. Experience with preparing public speaking communications desired.

FINANCE/TREASURY ANALYSTS - LEVELS I, II, OR SENIOR

Salary: $46,700 - $76,100

Chelan PUD is seeking applicants for Finance/Treasury analsysts.

Level I - Under direct supervision, support all functional areas of Treasury, including daily cash and investment management and monitoring of Local Utility District activity.  Provide support for the district’s debt portfolio management including calculation of loans, preparation of debt schedules and assist with related reporting, debt analysis and support for IRS and SEC reporting requirements. Provide ad-hoc support under supervision for departmental staff as needed.

Level II - Manage all aspects of cash and investment management operations and strategies that comply with public funds legal requirements and policy guidelines.  Manage Local Utility District activity ensuring compliance with state statutes and district resolutions. Manage the district’s complex debt portfolio and support debt issuance actions.  Manage and report on the district’s derivatives portfolio.  Perform complex analysis and research to assist in the development of strategic opportunities to enhance the business and financial position of the District.

 Senior - Assist in providing lead support to the department staff in managing the district’s complex debt, derivative, cash and investment portfolios that comply with District strategy and legal requirements.  Perform advanced and specialized analysis and reporting to enhance district and treasury operations.  Review department staff work and provide work direction and training opportunities to Treasury Analyst I and II incumbents.

All levels require a Bachelor’s Degree in Finance, Business or Accounting, or the equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.

Experience:

Level I - Typically requires zero - two years’ relevant experience in finance or accounting.  Experience in governmental accounting, municipal debt, investing with public funds or banking is desired.

Level II - Typically requires three – five years’ relevant experience in finance or accounting.  Experience in cash management, accounting, banking regulations, investing with public funds, financial analysis or municipal debt management is preferred. Experience utilizing forecasting and valuation techniques (DCF, NPV, IRR, etc.) is desired.

Senior - Typically requires a minimum of five years relevant experience in finance or accounting.  Experience in investing with public funds and municipal debt management preferred.  In addition, as this position provides work review and direction to Treasury Analyst I and II, experience in district treasury and finance operations is preferred.  Experience utilizing forecasting and valuation techniques (DCF, NPV, IRR, etc.) is desired.

GENERAL MANAGER
Klickitat County PUD

Klickitat County PUD is seeking qualified candidates for the position of General Manager.

KPUD is a leader in renewable energy generation: operating a methane gas electric generation plant and part owner of a fish-friendly hydro project and a 200 aMw wind farm. The General Manager reports directly to a three-member Board of Directors.  Staff consists of 70 full-time employees who serve approximately 12,000 electric customers, 1,500 water/wastewater customers. 

At lease five years of upper-level utility management experience and a degree from a four-year accredited college or university are desirable. The board is seeking candidates with strong negotiating skills and are very results focused. 

Candidates must have knowledge of power supply, engineering, and operations management.  Must have expertise in staffing and managing an organization, finance/budgeting, goal setting, and strategic planning.
 

Candidates must possess excellent communication and people skills, and have a strong leadership ability.  Labor contract negotiation experience and an understanding of the current Pacific Northwest utility issues are a plus. The successful candidate must have the ability to bring innovative ideas as they relate to changes in the industry and a new competitive marketplace to the position.

SENIOR FISHERIES BIOLOGIST

The Senior Fisheries Biologist is responsible for organizing, directing, and administrating the development of biological studies, programs and evaluations addressing anadromous salmonids, resident fish, and other long-standing environmental challenges. These efforts are necessary to satisfy FERC license conditions for the continued long-term operation of the district’s hydro electric projects and to successfully meet the Habitat Conservation Plan metrics while supporting the Energy Resource Group vision.

The position will work closely with the Natural Resource Program Manager to ensure that HCP program obligations are being met. The Senior Fisheries Biologist will lead efforts to investigate methods of optimizing district operations while maintaining regulated natural resource protection levels. Primary responsibilities are to function as the technical lead for Natural Resource Program objectives and assist district representatives as needed on the HCP Coordinating, Hatchery, and Tributary Committeees. In addition, this person may be designated as the district’s voting representative for the HCP Tributary Committee. This person will also participate in district and departmental strategic and long-term planning efforts and will seek opportunities to provide guidance and mentoring to Fisheries Biologist I-III Incumbents.

Qualifications: Bachelor’s Degree in Biology or related field required.  Typically requires eight years’ experience in a natural resource position, with experience at a hydroelectric project preferred. Demonstrated scientific and project management experience in one or more of the following areas: anadromous and resident fish programs, hatchery operations, power management is required.  Understanding of regional politics related to fisheries issues and experience in working with various government agencies and tribal interests is useful.

SENIOR RISK ANALYST -- ACCOUNTING

This position works closely with Energy Planning and trading (front office), Enterprise Risk Management (middle office) and the Power Resource Specialist (back office) to protect the financial integrity of the PUD by providing continuous, independent oversight of hedge activities that may materially impact the district’s risk profile. This position performs a variety of technical and administrative functions as part of the process of measuring and reporting risk and the results of risk management activities within the district.

Qualifications: Bachelor’s Degree in Finance, Business, Economics or Accounting or equivalent education, experience and training that provides the required knowledge, skills and abilities. A CPA is preferred, but not required.  Typically requires a minimum of five years relevant experience in accounting, finance or commodity trading environment. Energy industry experience preferred. Previous experience in energy risk management or hedge/derivative accounting is a plus. Requires financial background and strong analytical, technical and mathematical aptitude. Understanding of financial/commodity markets, energy trading, risk management and hedging/derivative instruments. Understanding and ability to apply the concepts of volatility and correlation, as used in energy markets.

ELECTRICAL ENGINEER

SALARY: $1,968 - $3,908/Bi-Weekly (DOE); $51,178 - $101,625/Annually

DESCRIPTIONElectrical Engineer positions are available to support 2000 MW of large hydroelectric generation capacity on the Columbia River.  Various positions focus on Power Engineering, Controls and Communications and Management of complex Electrical Engineering projects supporting dams, switchyards, substations and associated electrical equipment.  Engineering is performed on rotating machinery, power distribution systems, high voltage networks and switchgear including large generator stators and rotors, transformers, breakers, resistors, exciters, regulators, actuators and all other types and sizes of powerplant electrical equipment including control systems, SCADA, PLCs, MCCs, UPS, grounding systems, protective relays, switches, station services, lighting, panels, cabling, motors and pumps.

LOCATION: Position headquartered at our Hydro building near Vantage, Wash.

QUALIFICATIONS: Requires B.S. in Electrical Engineering. Positions are available at all levels from entry to senior depending on experience. LABOR RELATIONS PROGRAM MANAGER

CUSTOMER SERVICE ESTIMATOR

Grays Harbor PUD is accepting applications for a Customer Service Estimator.

Duties include: responding to customer questions and concerns; design, layout and staking of line extensions; preparation of cost estimates; itemizing material and labor costs; preparing work sketches and materials lists. Requirements include: working knowledge of overhead and underground electric distribution systems; knowledge of engineering fundamentals, drawing and designing, mathematics, personal computers and AutoCad; ability to read and understand maps and plans; ability to work on multiple projects simultaneously; 2-year Science degree plus a minimum of 5 years experience in the electrical distribution field, or equivalent education and experience.

JOURNEYMAN POWERPLANT OPERATOR
Douglas County PUD

Douglas PUD has an opening for a Journeyman Powerplant Operator at ITS Wells Dam location. Applicants must have previous experience as a powerplant operator. The journeyman operator will work in the control room and as a roving operator under the general direction of the chief and/or senior operators for the Wells Hydroelectric Project. Work shifts will be as necessary to fulfill work schedule requirements and may be on regular scheduled shift or on relief with no regular scheduled shift or work week.

Duties include, but are not limited to starting, stopping, synchronizing and control of the generating units, including auxiliaries and regulation of spillway gates, fish facility equipment, and miscellaneous powerplant equipment. The journeyman operator will be required to comply with safety rules and safe clearance procedures, place protection clearance tags through established procedures, and initiate corrective measures in the event of emergency conditions affecting powerplant operations unless relieved of portions of these responsibilities by the chief or senior operator.
